Use Add Table of Contents to PDF to insert a navigable contents page at the front. Our four-page document gains four entries and becomes five pages.
Load the original PDF
Open the PDF and identify where each section begins. Our source pages are Overview 1, Workshop 2, Schedule 3 and Notes 4.
Add titles and destinations
Rename the initial Introduction entry to Overview. Use Add line for Workshop, Schedule and Notes. For each entry, open the page selector and choose its original destination page.
Use the hierarchy control for subsections and the move controls to reorder entries. If the PDF already has suitable bookmarks, the import option can provide a starting point.
Choose the appearance and test links
Keep Modern and leave Also create PDF bookmarks enabled for our example. Set a custom Contents heading if needed.
Click a title in the contents preview and check its destination. The tool accounts for inserted contents pages: original pages 1–4 become output pages 2–5. Enter original destinations rather than manually adding that offset.
Save and check the downloaded PDF
Choose Start and download. Open the file in a viewer with link support and follow each contents entry. Our output has five pages and four bookmarks pointing to pages 2–5.
Common questions
Is this the same as a bookmark list?
A contents page is part of the printable PDF. Bookmarks appear in a viewer’s navigation panel. This tool can create both; Create PDF Bookmarks adds navigation without a new page.
Can I use subsection entries?
Yes. Assign a deeper hierarchy level to show the structure, and check that each title points to the correct source page.
